House map approval in Rajasthan
In Rajasthan your map is passed by the body that runs your area: a development authority such as JDA or KDA, an urban improvement trust, the municipality, or in a village the gram panchayat. Under the state's Model Building Regulations 2025, a plot of up to 500 sq m needs no map approval in most urban areas: you file a checklist certified by a registered architect or engineer, pay the fees and build to the rules. Bigger plots apply online on the state's Building Plan Approval System through the SSO site.
Who passes your map
It depends on the kind of area your plot is in.
| Your plot is in | Who approves | How |
|---|---|---|
| Development authority area (Jaipur, Jodhpur, Ajmer, Kota, Udaipur, Bikaner, Bharatpur) | The authority's authorised officer, under its own Act; the Kota, Udaipur, Bikaner and Bharatpur Acts of 2023–2025 replaced those cities' urban improvement trusts | Online on the state's Building Plan Approval System (SSO or Single Window site), choosing the authority; up to 500 sq m, a certified checklist instead |
| Urban improvement trust (UIT) area, such as Sikar | The UIT's authorised officer, under the Rajasthan Urban Improvement Act 1959 | The same online system, choosing the UIT |
| Municipal corporation, council or board | The municipality's authorised officer, under the Rajasthan Municipalities Act 2009 | The same online system, choosing the municipality |
| Rajasthan Housing Board scheme or RIICO industrial area | An officer authorised by the Housing Board or RIICO | Registered architects cannot approve plans here |
| Village abadi inside a city's urban area | An officer authorised by the gram panchayat | Ask the gram panchayat |
| Village outside any urban area | The gram panchayat | Ask the panchayat; it may charge up to ₹2 per sq m for permission to build a pakka house |
By plot size and building
Rajasthan's Urban Development and Housing department issued the Model Building Regulations 2025 on 12 May 2025 for every urban body in the state; Mount Abu and Jaisalmer keep their own bye-laws. Repairs, finishing work, a boundary wall up to 2.4 m with 1 m of grille, and water tanks need no approval. An approval is valid for 7 years. A single house needs no completion or occupancy certificate; flats, group housing and other plots over 500 sq m do.
| Plot or building | What you need | Conditions |
|---|---|---|
| Up to 500 sq m (or up to 500 sq m built-up) | No map approval: file the checklist, certified by you and a registered architect or engineer, pay the fees, and the body acknowledges within 3 days | Not in a walled city, within 2 km of an airport or in its red zone, within 100 m of an army area, or in special areas; setbacks and all other norms still apply |
| Up to 500 sq m, when the lease deed (patta) is issued | Approval for ground + first floor (up to 8 m) is issued with the lease deed | Not in the same excluded areas; more floors through the normal process |
| Over 500 sq m, up to 2,500 sq m and 15 m | The plan may be approved by a state-registered architect; the body acknowledges within 7 days | Build only after the acknowledgement; not in Housing Board or RIICO areas or the excluded areas; architects with under 5 years' practice only up to 1,000 sq m |
| Over 500 sq m | Online application to the body: site report and checks within 15 working days, approval within 10 working days of paying the demand | If the approval is not issued 10 working days after you pay in full, building to the bye-laws is not treated as unauthorised |
Setbacks for houses
On a road under 18 m wide; in an approved colony, its site plan's setbacks apply. The front setback is 4.5 m on roads of 18 to 24 m, 6 m up to 30 m and 9 m beyond (3 m for plots up to 90 sq m on roads of 18 m or more). Plots up to 90 sq m may build ground + 2 floors (10 m); plots of 90 to 750 sq m ground + 2 on a road under 12 m and ground + 3 (12.5 m) on a road of 12 m or more.
| Plot | Front | Rear | Sides |
|---|---|---|---|
| Up to 90 sq m | 1.5 m | 0 | 0 |
| 90 to 167 sq m | 3 m | 1.5 m | 0 |
| 167 to 225 sq m | 3 m | 2 m | 1.5 m, 0 |
| 225 to 500 sq m | 3 m | 3 m | 3 m, 0 |
| 500 to 750 sq m | 3 m | 3 m | 3 m each |
Common questions on map approval
Do I need map approval for a house plot of up to 500 sq m in Rajasthan?
Not in most urban areas. Under the Model Building Regulations 2025, a plot of up to 500 sq m, or one with up to 500 sq m of built-up area, needs no map approval: you file a checklist (lease deed, site plan with setbacks, height and floors, photographs, affidavits) certified by you and a registered architect or engineer, pay the fees, and the body acknowledges it within 3 days. This does not apply in a walled city, within 2 km of an airport or in its red zone, within 100 m of an army area or in special areas, and anything built against the rules is treated as unauthorised.
Where do I apply online for building plan approval in Rajasthan?
On Rajasthan's Building Plan Approval System, through the SSO site (sso.rajasthan.gov.in) or the Single Window Clearance System (swcs.rajasthan.gov.in). You choose the development authority, UIT or municipality and upload the plan as one CAD drawing prepared by a registered architect or engineer, with affidavits, a structural stability certificate, the approved layout plan and photographs of the plot; the approval certificate is downloaded there.
How long does map approval take in Rajasthan?
For plots over 500 sq m, the 2025 regulations give the body 15 working days to inspect and check the file, and 10 working days after you pay the demand to issue the approval; if it does not, building to the bye-laws is not treated as unauthorised. The Kota, Udaipur, Bikaner and Bharatpur development authority Acts give the Authority 60 days to decide; if it has not, the applicant may remind it in writing, and after a further 30 days without a decision the permission is deemed granted.
Who can sign my house plan in Rajasthan?
A Council of Architecture-registered architect, or an associate member of the Indian Institute of Architects, for a plot of any size. Civil or structural engineers registered with the city body may submit plans for plots up to 250 sq m with at most basement, ground and three floors, and civil diploma holders or draughtsmen with a year under an architect or engineer up to 250 sq m with basement, ground and two floors. Plans for plots over 500 sq m must be by a registered architect, and the owner signs them too.
How many floors can I build on a small plot in Rajasthan?
Under the 2025 regulations, a plot of up to 90 sq m may build ground + 2 floors, up to 10 m. Plots of 90 to 750 sq m may build ground + 2 (10 m) on a road under 12 m wide and ground + 3 (12.5 m) on a road 12 m or wider. A plinth of up to 1.2 m, and on plots of 90 sq m and more a stilt parking floor of up to 3.5 m, come on top, and an independent house plot may hold at most four homes.
Is map approval needed for a house in a village in Rajasthan?
It depends on where the village is. In a village abadi inside a city's urban area, the 2025 regulations make an officer authorised by the gram panchayat the approving authority. Outside urban areas, Rajasthan's Panchayati Raj Rules 1996 let the gram panchayat charge up to ₹2 per sq m for permission to build a pakka house, and up to ₹10 per sq m (at most ₹1,000) to regularise one built without its permission, so ask the panchayat before you build.
What happens if I build without an approved map in Rajasthan?
The body can stop the work and have it partly or fully demolished. Under the 2025 regulations, work that meets the bye-laws can still be approved after a penalty of ₹90 times the built-up area in sq m (₹150 on commercial plots); anything against them must be removed first, and an approval obtained on false facts is void. Under the Kota Development Authority Act 2023, building without permission also carries a fine of up to ₹5,000 plus ₹100 a day while it continues, a removal notice that can come up to ten years later, and sealing.
