House map approval in Uttar Pradesh
UPOBPAS stopped taking applications on 20 June 2026; development authorities now pass maps online on FASTPAS (map.up.gov.in). A house plot of up to 100 sq m needs no permission at all, only a ₹1 online registration, and single houses up to 500 sq m in approved layouts are approved instantly.
Who passes your map
It depends on the kind of area your plot is in.
| Your plot is in | Who approves | How |
|---|---|---|
| Development authority area (LDA, KDA, GDA, BDA…) | The authority's Vice-Chairman, under the UP Urban Planning and Development Act 1973 | Online on FASTPAS (map.up.gov.in), under the 2025 bye-laws |
| Regulated area (towns without an authority) | The prescribed authority named by the state, under the UP Regulation of Building Operations Act 1958 | At the regulated-area office; the 2025 bye-law relaxations do not apply |
| Village or town outside both | No official rule found | Ask the tehsil or district office before you build |
By plot size (development authority areas)
UP's 2025 building bye-laws, as amended on 21 November 2025.
| Plot | What you need | Conditions |
|---|---|---|
| House up to 100 sq m (1,076 sq ft) | No permission: online registration with a ₹1 token and a self-certified plan | Not in mela areas, unauthorised colonies, or on government or disputed land; a bigger plot cannot be split to qualify |
| Single house up to 300 sq m, outside approved layouts | Instant online approval on paying the fees | Where the authority has notified it and the approach road is of the required width |
| Single house up to 500 sq m in an approved layout | Instant online approval, treated as approved when filed | Plan certified by a licensed architect or engineer |
| Anything larger, or multi-unit | Full online application | Deemed accepted after 30 days if the professional certifies it and the NOCs are in place |

Common questions on map approval
Where do I apply for map approval in UP now that UPOBPAS has closed?
UPOBPAS took no new applications from 20 June 2026. Development authorities now use FASTPAS (Fast and Simplified Trust Based Plan Approval System) at map.up.gov.in, which LDA's website links to. Regulated areas take plans at their own office.
Do I need map approval for a 100 sq m house plot?
Not inside a development authority area. Under the 2025 bye-laws (amended 21 November 2025), a house plot of up to 100 sq m needs no permission, only online registration with a ₹1 token and a self-certified plan. It does not apply in a mela area, an unauthorised colony, on government or disputed land, or to a bigger plot split to qualify, and you must still follow the master plan and bye-laws.
How long does map approval take in Lucknow?
LDA moved to FASTPAS on 1 January 2026 and says homes of up to 100 sq m are approved within minutes. Single houses up to 500 sq m in approved layouts, with a plan certified by a licensed professional, get instant online approval. Other residential plans are treated as accepted if not decided in 30 days, provided the professional's certificate and the NOCs are in place.
Who can sign my house plan in UP?
The owner and a licensed technical person: a Council of Architecture-registered architect, a licensed civil engineer, or, for plots up to 200 sq m with up to two storeys or 7.5 m, a licensed supervisor.
How many floors can I build on a small plot in UP?
Under the 2025 bye-laws, plots below 300 sq m may build three floors with stilt up to 15 m, and plots of 300 sq m and above four floors with stilt up to 17.5 m.
Is map approval needed for a house in a village in UP?
It depends on where the village is. Development areas and regulated areas include many villages (Basti's authority covers 217), and there the same rules apply as in town. We found no official rule for a village outside both, so ask the tehsil or district office.
Do I need a completion certificate?
Not for a house on a plot under 500 sq m in a development authority area. Where one is needed it is issued online, and it is treated as approved if the authority does not reject it within 8 working days.
What happens if I build without an approved map?
Under the 1973 Act the authority can fine you up to ₹50,000 plus ₹2,500 a day while it continues, order demolition within 15 to 40 days after hearing you, stop the work and seal the building. You can appeal to its Chairman within 30 days. In a regulated area the prescribed authority can order demolition within two months.
