House map approval in Haryana

In Haryana your map is passed by HSVP in its sectors, by the Town and Country Planning Department (DTCP) in licensed colonies and controlled areas, and by the municipality inside town limits, mostly through online portals. Under the Haryana Building Code 2017, a house on a residential plot of any size up to 16.5 m high is low-risk: your architect files the plan under self-certification and you may start building once it is submitted. New stilt-plus-four-floor approvals have been on hold across the state since 21 July 2026.

Who passes your map

It depends on the kind of area your plot is in.

By plot size and building

The Haryana Building Code 2017, as amended to 13 August 2026, applies across the state. A TCP memo of 26 June 2026 says occupation certificates through self-certification will start only once the department's online portal is ready; until then the earlier rules apply.

Setbacks for houses

Minimum setbacks for plots outside core areas, from the Building Code, which sets front and rear only; your sector's or colony's zoning plan must be followed too. Ground coverage may be 75% up to 250 sq m and 66% from 250 to 1,000 sq m, and going over it cannot be compounded. Old town cores, including the lal dora of villages inside municipal limits, have their own coverage and setback table.

Common questions on map approval

Where do I apply for house map approval in Haryana?

It depends on who developed your plot. In an HSVP sector you apply on HSVP's OBPAS portal, the only route since 1 October 2025; in a DTCP-licensed colony a registered architect files on HOBPAS; inside municipal limits the municipality approves, through the portals the Urban Local Bodies department lists (OBPAS for planned schemes, Saral for the rest, and HOBPAS). The department's OBPAS address did not open when we checked on 25 and 26 October 2026, so ask the municipal office if a portal is down.

Can I start building as soon as I apply?

Yes, for a house up to 16.5 m high. The Haryana Building Code treats residential plots of every size up to that height as low-risk, so the plan goes in under self-certification, certified by your architect, and construction may start once it is submitted. The authority can still check the plan and the site at any stage: violations must be fixed at your cost, and an architect who certifies wrongly can be reported to the Council of Architecture and blacklisted.

How many floors can I build on a residential plot in Haryana?

Ground plus three floors, within 16.5 m. The code also allows stilt plus four floors within that height, but new S+4 approvals have been on hold across Haryana since 21 July 2026, after the High Court stayed the S+4 policy on 2 April 2026. Under the code as amended on 13 August 2026, a plot may have one home per floor and at most four in all.

Who can sign my house plan in Haryana?

A Council of Architecture-registered architect can prepare and sign plans for any building. A supervisor can prepare, sign and submit plans for buildings up to 200 sq m (8 marla) and 15 m high, and a civil engineer can do the structural drawings for plots up to 1,000 sq m and 15 m. You, the architect and the engineer sign the application digitally.

Is map approval needed for a house in a Haryana village?

It depends on where the house stands. The Controlled Areas Act, which otherwise needs DTCP's permission, does not apply to a village's abadi deh, and the Panchayati Raj Act lets the gram panchayat regulate new buildings in the abadi by general order. Outside the abadi in a controlled area, you need DTCP's permission unless the building is for farming. If the village's lal dora now lies inside municipal limits, the municipality passes the map under the Building Code's core-area rules.

How long does map approval take in Haryana, and what does it cost?

The Building Code gives the authority 20 days: a complete application that follows the code, with all fees paid, is deemed sanctioned if no order is passed in that time. The scrutiny fee is ₹10 per sq m of covered area, and municipalities add development charges where no change of land use is involved. A sanction is valid for two years for buildings under 15 m and five years at 15 m or more; revalidation costs ₹10 per sq m.

What happens if I build without an approved map?

The authority can order you to alter or demolish the building and, if you do not, demolish it at your cost. In a municipal council or committee area, ignoring a demolition order can bring up to six months in jail or a fine of ₹5,000 to ₹10,000, plus ₹100 a day. In a controlled area, building without DTCP's permission can bring up to three years in jail and a fine of ₹10,000 to ₹50,000, plus up to ₹1,000 a day.
