House map approval in Delhi

In most of Delhi the Municipal Corporation of Delhi (MCD) passes house plans, online on its Online Building Permit System (OBPS); NDMC, DDA and the Delhi Cantonment Board do so in their own areas. On MCD's system an empanelled architect or engineer files your plan, and for a new house under 15 m on a vacant plot of up to 500 sq m they can issue the sanction themselves. On plots of up to 105 sq m (about 125 gaj) the SARAL scheme lets you start building as soon as the plan and fee are filed.

Who passes your map

It depends on the kind of area your plot is in.

By plot size and building

MCD areas, under the Unified Building Bye-Laws for Delhi 2016 (amended to 2021) and MCD's online system as published in early 2026. These quick routes are written for houses under 15 m tall, stilt included, so for a stilt + 4 house of up to 17.5 m ask MCD which route applies. Every plan is signed by you, a structural engineer and the architect, engineer or supervisor.

Common questions on map approval

Do I need building plan approval for a 100 gaj plot in Delhi?

Yes, but you do not have to wait for it. A 100 gaj plot is about 84 sq m, inside the SARAL scheme's 105 sq m limit: in an approved or regularised colony, a lal dora or a resettlement colony, an architect, engineer or supervisor files the plan, fee and your undertaking online, and the filing itself counts as the sanction, so you can start building. The house must stay under 15 m and be finished within five years, and SARAL does not apply in the Lutyens' Bungalow Zone.

How do I apply for building plan approval online in Delhi?

In MCD areas you register as an owner on MCD's Online Building Permit System (login at nexgenobps.mcd.gov.in) and choose an empanelled architect, engineer or supervisor, who uploads the drawings, your ownership papers, an e-undertaking and a structural stability certificate. For a new house under 15 m on a vacant plot of up to 500 sq m, the professional releases the sanction after the system's automatic check and the fee payment; other cases go to MCD's Building Department, which must decide within 30 days or the plan is deemed sanctioned once fees are paid. NDMC takes plans at bap.ndmc.gov.in and promises a decision within 60 days.

Who can sign my house plan in Delhi?

You, a structural engineer and one of three professionals: a Council of Architecture-registered architect for a plot of any size, a civil engineer for plots up to 500 sq m, or a supervisor for plots up to 200 sq m. Engineers, structural engineers and supervisors must be empanelled with MCD or the local body, and on MCD's system you choose from its empanelled list.

How many floors can I build on a plot in Delhi?

Up to stilt + 4 floors (17.5 m) if the ground floor is stilt parking, or ground + 3 floors (15 m) without it. Under the Master Plan for Delhi 2047, in force since 20 August 2026, stilt parking is compulsory on plots above 100 sq m up to 750 sq m. The floor area ratio is 350 up to 100 sq m, 300 above 100 up to 250 sq m and 225 above 250 up to 750 sq m, with up to 3 homes on plots up to 50 sq m, 4 up to 250 sq m and 5 up to 750 sq m. MCD's quick online routes are written for houses under 15 m, so ask MCD how a stilt + 4 plan will be handled.

Can I get a building plan passed in a lal dora village in Delhi?

Yes. MCD passes plans for individual plots in village abadis (lal dora and extended lal dora) without a layout plan for the village: you give a Revenue Department certificate that the plot lies inside the lal dora and an affidavit on ownership, size and shape, including that the plot was not subdivided after 8 February 2007. The 2047 Master Plan keeps this and treats lal dora land as residential, but where the village road plan widens a lane to 7.5 m you must give up that land when you rebuild, and may use the plot's FAR on the rest. Plots of up to 105 sq m here also qualify for SARAL.

Can I build or rebuild in an unauthorised colony in Delhi?

Yes, in the 1,511 colonies the Centre decided on 7 April 2026 to regularise 'as is, where is'. Once the Revenue Department has issued your conveyance deed or authorisation slip under PM-UDAY, you apply on MCD's SWAGAM portal, open since 24 April 2026, for a certificate of regularisation of the existing building; construction up to 6 April 2026 qualifies, and MCD has offered up to 75% off its charges for applications made by 31 October 2026. Rebuilding must follow MCD norms: you give up half of any shortfall in road width (6 m for internal roads, 9 m for approach roads) and use your original plot's FAR on what remains.

What happens if I build without an approved plan in Delhi?

MCD can order the work stopped and have the police remove workers and seize materials, order the building demolished, and seal it before or after either order (Delhi Municipal Corporation Act, sections 343 to 345A); appeals go to MCD's Appellate Tribunal. After a paying-guest building with no sanctioned plan collapsed in Satya Niketan on 6 September 2026, MCD demolished 543 properties and sealed 178 between 6 and 23 September. Living in a house before its completion-cum-occupancy certificate also draws a charge of ₹25,000 per home.
