House map approval in Madhya Pradesh

In Madhya Pradesh the local body passes your house map: the municipal corporation, municipal council or nagar parishad in a town, and the gram panchayat in a village, under the MP Bhumi Vikas Rules 2012. Towns take plans online on the state's ABPAS 3.0 portal, where a residential plot of up to 186 sq m (about 2,000 sq ft) in an approved layout gets a deemed permission as soon as the form, an affidavit and the fee are filed. Plots of up to 300 sq m in an approved layout can also be approved by an authorised architect or structural engineer within 30 days.

Who passes your map

It depends on the kind of area your plot is in.

Common questions on map approval

Do I need map approval for a 2,000 sq ft plot in Madhya Pradesh?

Yes, but in a town it can be instant. A residential plot of up to 186 sq m (about 2,000 sq ft) in a layout approved by Town and Country Planning gets a deemed permission: the online form, an affidavit and the fee together count as the sanction, and nothing is inspected when you file. It is for individual owners, not colonisers, and it is cancelled automatically if the plan or the building breaks the rules or the development plan. The portal gives no stamped copy, so if a bank needs one, ask the municipal body.

Where do I apply for building permission in MP?

In a town, online on ABPAS 3.0 (abpas.mpurban.gov.in), the state's Automated Building Plan Approval System. Since July 2026 every urban body must run the whole process online, and NOCs from housing societies, Nazul and the electricity department are no longer required. In a village you apply to the gram panchayat, and in a cantonment to the Cantonment Board.

How long does map approval take in MP?

It ranges from instant to 60 days. Plots of up to 186 sq m in approved layouts get a deemed permission the moment the papers and fee are filed. For plots of up to 300 sq m, an authorised architect or structural engineer must decide within 30 days. Any other application is treated as sanctioned if the local body sends no written refusal within 60 days, not counting the time it waits for documents it asked you for.

Who can sign my house plan in MP?

The owner and a qualified professional, who adds their name, qualifications and licence number. An architect registered with the Council of Architecture needs no separate licence and may submit plans for any building. Licensed supervisors may do houses on plots up to 200 sq m with two storeys or 7.5 m. The rules limit licensed engineers to plots up to 300 sq m with two storeys or 7.5 m, but the MP High Court struck down part of that limit in 2014.

How high can I build on a small plot in MP?

Up to 12.5 m on any plot under 1,000 sq m. A building taller than that, up to 30 m, needs a plot of at least 1,000 sq m on a road at least 12 m wide. Stilt parking floors, machine rooms and the stair cabin (mumty) are not counted in the height. The residential FAR is 1.25 unless your town's development plan sets another figure.

Do I need permission to build a house in a village in MP?

Yes. The Bhumi Vikas Rules name the gram panchayat as the authority that grants building permission in its area. A draft rule published in February 2023 would make you apply to the panchayat with a site plan, building plan and proof of ownership; we found no final version, so ask the panchayat what it needs. Inside a T&CP planning area, the rules also require the Building Officer to be at least an Assistant Director of Town and Country Planning.

What happens if I build without an approved map in MP?

The Building Officer can stop the work, cancel any permission and order illegal construction removed. Inside a planning area, the 1973 Act also allows simple imprisonment of up to six months, a fine of up to ₹2,000, or both, plus up to ₹200 a day while it continues, and a notice to restore the land within one to three months, after which the T&CP Director can demolish and recover the cost from you. In February 2024 the MP High Court said demolition should be the last resort, after the owner has had a fair chance to regularise the building by compounding.
