The Bulandshahr-Khurja Development Authority (BKDA), one authority again for Bulandshahr and Khurja since September 2024, under the UP Building Bye-laws 2025. Plans go online on FASTPAS (map.up.gov.in), which replaced UPOBPAS in 2026. Under UP's 2025 building bye-laws, house plots up to 100 sq m need no permission, only online registration with a ₹1 token and a self-certified plan (not in mela areas, unauthorised colonies or on government or disputed land), and single-house plots up to 500 sq m in approved layouts get instant online approval once a licensed professional certifies the plan. The authority works in square metres, while plots are bought and sold in sq ft and gaj (square yards). Plot listings seen in October 2026 in Khurja were about 200–237 gaj (about 167–198 sq m), one of them near Awas Vikas Colony. Under the 2025 bye-laws, plots below 300 sq m may build three floors with stilt up to 15 m, and plots of 300 sq m and above four floors with stilt up to 17.5 m. Seismic Zone IV. Per the UP disaster authority's district list, based on BMTPC, Bulandshahr district, which includes Khurja, lies entirely in Zone IV; Khurja is not in IS 1893's table of towns. In May 2026 roads and drains were planned for 21 colonies of the town where rainwater could not drain away, so check the plot's drainage and plinth level first.
