The Municipal Corporation Solan. Since June 2025 Himachal's municipal corporations approve buildings of up to 600 sq m floor area in a TCP planning area themselves; larger buildings go to the Director of Town and Country Planning, and those above 10,000 sq m to the state cabinet.
Plot sizes
Plots are listed in biswa and bigha, some in sq m or sq yd, and listings convert them inconsistently, so we work from the area on the land record. Listings seen in October 2026 in and near the town included 4 biswa on Shilly Road, 4–12 biswa at Deoghat, and 250 sq m and 300 sq yd at Kumarhatti.
Climate
Composite to cold. Solan, at an average 1,600 m (district website), lies where BEE's Composite zone meets its Cold zone, and CGWB records January minima averaging 0.6 °C in the district, so we design to BEE's cold-climate limits: walls and windows within BEE's U-value of 1.8 W/m²·K, living rooms open to the winter sun, and a roof sloped for rain and snow.
Earthquake zone
Seismic Zone V. Solan is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts Solan district mostly in Zone IV and partly in Zone V (3.1% of its area); we design to Zone V, the stricter of the two. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.

CGWB describes Solan district's hills as moderately to highly dissected with steep slopes, its soil as skeletal and shallow outside the valleys, and landslides as common; springs dwindle in dry years, so slope checks, retaining walls and rainwater storage come into the design.

On a High Court direction, TCP has drafted a regional plan to 2041 for Solan district, reported in March 2025, that marks forests, water bodies and tree-clad land as no-development zones, with 30 days for objections once it is notified.
