The Siwan Nagar Parishad (municipal council), which approves house plans in the town and, as reported in June 2025, also in the Siwan planning area around it. Under the Bihar Building Bye-laws 2014, an architect or structural engineer empanelled with the urban local body prepares the plan and supervises the work, and a decision is due within 60 days; the permission is valid for three years. We prepare the drawings it asks for and guide you through the approval.

Plots are sold in sq ft and in katha and dhur: India Land Converter's standard for this district is 1 katha = 20 dhur = 1,361.25 sq ft (the katha differs across Bihar). Siwan listings seen in October 2026 ran from 900 sq ft in Kagzi Muhalla and a 9-dhur plot in Makhdum Sarai to 1,230 and 2,722 sq ft in Laxmipur. Seismic Zone IV. Siwan is not in IS 1893's table of towns. The Government of Bihar's hazard profile lists Siwan district in Zone IV. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
