Building a house in Sirsa: what to know

Map approval
The Municipal Council Sirsa, or HSVP if the plot is in an HSVP sector — Haryana's Online Building Plan Approval System (OBPAS): HSVP's portal for its sectors, or the Urban Local Bodies' unified portal that has run since 8 May 2026. Under the Haryana Building Code 2017, house plots up to 16.5 m high are low-risk: the owner applies for self-certification with a site plan, DWG drawings, structural drawings and a safety certificate, and may start building on submission.
Plot sizes
HSVP lists its plots by marla and kanal, sized in metres: in Sirsa's Sector 19 a 6-marla plot is 18 × 7.5 m (135 sq m, about 1,450 sq ft). HSVP's e-auction of 20 March 2026 offered 6- to 14-marla plots (135–324 sq m, about 1,450–3,490 sq ft) and 1-kanal plots of 30 × 15 m (450 sq m, about 4,840 sq ft) in Sector 19, and 14-marla and 1-kanal plots in Sector 20.
Climate
Composite. Sirsa falls in the Composite zone of BEE's climate map, at its dry end: CGWB gives a normal yearly rainfall of only 318 mm and summer maxima around 41 °C. Shade and insulate the roof (BEE's limit is a U-value of 1.2 W/m²K), keep west glass small, and give rooms openable windows of at least 12.5% of the floor area.
Earthquake zone
Seismic Zone III. Sirsa is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts Sirsa district mostly in Zone II and partly in Zone III (1.9% of its area); we design to Zone III, the stricter of the two. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
CGWB describes sandy to sandy-loam soils, with desert soils in the south of the district, a water table about 2.3–35.7 m below ground before the monsoon and groundwater that ranges from fresh to saline. The Ghaggar sometimes floods in the monsoon, so check the plot's drainage and plinth level first.
Where people build
HSVP Sector 19, HSVP Sector 20.
Good to know
Since an amendment of 8 December 2025, Haryana's self-certification route is open only to low-risk buildings, which include house plots up to 16.5 m high. On 21 July 2026 Haryana stopped new approvals for stilt-plus-four-floor houses, citing rules for online approval and self-certification that were still being finalised.

Building in Sirsa: FAQ

What is the house construction cost per sq ft in Sirsa?

Indicative rates, as of October 2026: ₹1,799 per sq ft (Build Basic), ₹2,099 per sq ft (Build Standard), ₹2,599 per sq ft (Build Premium), design included. The final price is confirmed after a free site visit.

Who approves house plans in Sirsa?

The Municipal Council Sirsa, or HSVP if the plot is in an HSVP sector, through Haryana's Online Building Plan Approval System (OBPAS): HSVP's portal for its sectors, or the Urban Local Bodies' unified portal that has run since 8 May 2026. Under the Haryana Building Code 2017, house plots up to 16.5 m high are low-risk: the owner applies for self-certification with a site plan, DWG drawings, structural drawings and a safety certificate, and may start building on submission. We prepare the drawings it asks for and guide you through the approval.

Which plot sizes are common in Sirsa?

HSVP lists its plots by marla and kanal, sized in metres: in Sirsa's Sector 19 a 6-marla plot is 18 × 7.5 m (135 sq m, about 1,450 sq ft). HSVP's e-auction of 20 March 2026 offered 6- to 14-marla plots (135–324 sq m, about 1,450–3,490 sq ft) and 1-kanal plots of 30 × 15 m (450 sq m, about 4,840 sq ft) in Sector 19, and 14-marla and 1-kanal plots in Sector 20. We draw plans for any plot size, including odd shapes.

Which earthquake zone is Sirsa in, and does it change the design?

Seismic Zone III. Sirsa is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts Sirsa district mostly in Zone II and partly in Zone III (1.9% of its area); we design to Zone III, the stricter of the two. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply. We design the structure to IS 1893 for this zone: column sizes, steel and foundations are calculated, not guessed.

What should I know about the ground before building in Sirsa?

CGWB describes sandy to sandy-loam soils, with desert soils in the south of the district, a water table about 2.3–35.7 m below ground before the monsoon and groundwater that ranges from fresh to saline. The Ghaggar sometimes floods in the monsoon, so check the plot's drainage and plinth level first. We size the foundation after a soil check.

Do you make "ghar ka naksha" (house plans) for Sirsa?

Yes. "ghar ka naksha" is how many people in Sirsa write "house plan" in Hindi. We draw the complete set: floor plans, 3D elevation, and structural, electrical and plumbing drawings.

Can you make a vastu ghar ka naksha for my plot in Sirsa?

Yes. We place the kitchen, master bedroom, puja room, toilets and entrance as vastu suggests wherever your Sirsa plot allows, and tell you plainly where it cannot. It is all done online, so you can share the plot details on WhatsApp.
