Building a house in Patiala: what to know

Map approval
The Municipal Corporation Patiala, under the Punjab Municipal Building Bye-laws 2018, for plots within city limits — the Punjab Local Government Department's new mSeva portal (eNaksha has taken no new applications since 1 September 2026). Applications filed on eNaksha before 1 September 2026 are still processed there, and the old portal closes to municipal staff and professionals after 15 November 2026. Plots in a development authority's area follow the PUDA Building Rules 2021 instead, so we confirm the approving office before you apply.
Plot sizes
Plots in Patiala are mostly quoted in square yards (1 sq yd = 9 sq ft), now and then in square feet. Listings seen in October 2026 show plots of 250 sq yd in Bhakhra Enclave and 262 sq yd in Majethia Enclave, and of 1,350 sq ft (150 sq yd) on Rajpura Road.
Climate
Composite. Patiala falls in the Composite zone of BEE's climate map. Hot, dry summers, a humid monsoon and cold winters: shade and insulate the roof (BEE's limit is a U-value of 1.2 W/m²K), keep west glass small, and give rooms openable windows of at least 12.5% of the floor area.
Earthquake zone
Seismic Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Patiala district spans an upland plain, a foothill plain cut by seasonal streams (cho) and the Ghaggar flood plain. CGWB found the water table 4.4–20.6 m below ground before the monsoon, every block over-exploited for groundwater and high fluoride in places. BMTPC's Vulnerability Atlas marks 94.2% of the district as flood-prone, so check the plot's drainage and plinth level first.
Where people build
Bhakhra Enclave, Majethia Enclave, Rajpura Road.
Good to know
Punjab withdrew its Unified Building Rules 2025 in April 2026 after the High Court stayed key provisions, so house plans again follow the 2018 municipal bye-laws in municipal areas and the 2021 PUDA building rules in development-authority areas. On 22 October 2026 engineers in Jalandhar reported that plans on the new mSeva portal were stuck because building-branch officers had no log-ins yet, so allow extra time for approval.
