Building a house in Panaji: what to know

Map approval
The Corporation of the City of Panaji (CCP), which issues the construction licence once the North Goa Planning and Development Authority (NGPDA), whose area takes in the city, has technically cleared the plans. CCP asks for the plans as technically cleared by NGPDA with its development order, the survey plan, a Conversion Sanad and a contour plan for sloping sites; its engineers inspect the site and compare coverage, FAR and height with the NGPDA plan, and the licence is issued with the approved plan for one year.
Plot sizes
Goa's planning rules and land records work in square metres, and house plots are listed in sq m (1 sq m is about 10.76 sq ft). Listings seen in October 2026 in Panjim were mostly 224–400 sq m (about 2,400–4,300 sq ft), with 290 sq m on M G Road and 744 sq m at Altinho.
Climate
Warm-humid. BEE's Eco-Niwas Samhita lists Panaji (as "Panji") as Warm-humid: CGWB records humidity above 60% all year and 80–90% in the monsoon, so face the main rooms to the sea breeze with windows on opposite walls, keep openable windows to at least 16.66% of the floor area and shade every opening.
Earthquake zone
Seismic Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
CGWB's North Goa booklet finds saline, poorly drained soil on the Mandovi and Zuari flood plains of Tiswadi, groundwater beside the stream course north-east of Panjim polluted by sewage as well as salt, and laterite up to 30 m thick on the higher ground; it advises keeping deeper wells 0.5 km from creeks and 400 m from the coast in low-lying areas.
Where people build
Altinho, Miramar, Campal, Kundaikar Nagar.
Good to know
The Goan reported on 20 September 2025 that older Panaji housing is being rebuilt taller after the 2023 changes that eased height limits and added FAR: the Palm Grove redevelopment at Miramar had been approved and needed NGPDA and CCP permissions, and Kundaikar Nagar was close to a deal.

Who approves house plans in Panaji?

The Corporation of the City of Panaji (CCP), which issues the construction licence once the North Goa Planning and Development Authority (NGPDA), whose area takes in the city, has technically cleared the plans. CCP asks for the plans as technically cleared by NGPDA with its development order, the survey plan, a Conversion Sanad and a contour plan for sloping sites; its engineers inspect the site and compare coverage, FAR and height with the NGPDA plan, and the licence is issued with the approved plan for one year. We prepare the drawings it asks for and guide you through the approval.

Which plot sizes are common in Panaji?

Goa's planning rules and land records work in square metres, and house plots are listed in sq m (1 sq m is about 10.76 sq ft). Listings seen in October 2026 in Panjim were mostly 224–400 sq m (about 2,400–4,300 sq ft), with 290 sq m on M G Road and 744 sq m at Altinho. We draw plans for any plot size, including odd shapes.

Which earthquake zone is Panaji in, and does it change the design?

Seismic Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply. We design the structure to IS 1893 for this zone: column sizes, steel and foundations are calculated, not guessed.

What should I know about the ground before building in Panaji?

CGWB's North Goa booklet finds saline, poorly drained soil on the Mandovi and Zuari flood plains of Tiswadi, groundwater beside the stream course north-east of Panjim polluted by sewage as well as salt, and laterite up to 30 m thick on the higher ground; it advises keeping deeper wells 0.5 km from creeks and 400 m from the coast in low-lying areas. We size the foundation after a soil check.

Do you make "ghar ka naksha" (house plans) for Panaji?

Yes. "ghar ka naksha" is how many people in Panaji write "house plan" in Hindi. We draw the complete set: floor plans, 3D elevation, and structural, electrical and plumbing drawings.

Can you make a vastu ghar ka naksha for my plot in Panaji?

Yes. We place the kitchen, master bedroom, puja room, toilets and entrance as vastu suggests wherever your Panaji plot allows, and tell you plainly where it cannot. It is all done online, so you can share the plot details on WhatsApp.
