Building a house in Muzaffarpur: what to know

Map approval
The Muzaffarpur Municipal Corporation (Nagar Nigam), for plots in its 49 wards — the Nagar Nigam's online portal, built by Muzaffarpur Smart City. In June 2025 the Nagar Nigam asked for the 216 villages of the Muzaffarpur planning area to be added to the portal. Under the Bihar Building Bye-laws 2014, an architect or structural engineer empanelled with the urban local body prepares the plan and supervises the work, and a decision is due within 60 days; the permission is valid for three years.
Plot sizes
Plots in Muzaffarpur are listed in sq ft and sometimes in katha, so we work from the area in sq ft on your deed. Listings seen in October 2026 were mostly 880–2,400 sq ft plots in outlying Turki and Marwan, with 1,320 sq ft in Ramdayalu Nagar and 1,615–3,230 sq ft in Brahmapura.
Climate
Composite. Muzaffarpur falls in the Composite zone of BEE's climate map, close to the Warm-humid band to its north, and gets about 1,284 mm of rain a year (CGWB): raise the plinth, drain the roof fast, shade the west walls and give every room cross-ventilation.
Earthquake zone
Seismic Zone IV. Muzaffarpur is not in IS 1893's table of towns. The Government of Bihar's hazard profile lists Muzaffarpur district in Zone IV, and BMTPC's Vulnerability Atlas of India (2019) puts 97.3% of it in Zone IV and 2.7% in Zone V. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
CGWB describes Muzaffarpur district as all alluvium, with sandy loam south of the Burhi Gandak and clayey and bangar soils to its north; before the 2011 monsoon the water table lay 2.09–7.63 m below ground and the water was potable. BMTPC counts 23.9% of the district as flood-prone, so plinth height and drainage come first.
Where people build
Mithanpura, Brahmapura, Ramdayalu Nagar, Bhagwanpur, Akharaghat.
Good to know
In April 2026 Bihar barred land sales, purchases and new construction until 30 June 2027 (or until its master plan is ready) across the 20,200 acres planned for the Tirhut satellite township near Muzaffarpur Airport, in the Kurhani, Marwan, Kanti and Musahari blocks.

Which earthquake zone is Muzaffarpur in, and does it change the design?

Seismic Zone IV. Muzaffarpur is not in IS 1893's table of towns.
