Building a house in Mapusa: what to know

Map approval
The Mapusa Municipal Council, which issues the construction licence after the North Goa Planning and Development Authority (NGPDA), whose area includes the council's, grants development permission. The planning and development authority checks the plans against its Outline Development Plan and the Goa Land Development and Building Construction Regulations 2010 and grants development permission; the council then issues the construction licence, and a Conversion Sanad under the Goa Land Revenue Code is needed before work starts.
Plot sizes
Goa's planning rules and land records work in square metres, and house plots are listed in sq m (1 sq m is about 10.76 sq ft). Listings seen in October 2026 ran from 320–870 sq m at Cunchelim and 432–520 sq m at Khorlim to 320 sq m at Karaswada, 360 sq m at Alto Duler and 375–559 sq m in Mapusa.
Climate
Warm-humid. Mapusa falls in the Warm-humid zone of BEE's climate map: CGWB gives Bardez taluka about 2,830 mm of rain a year, about a third of it in July, and North Goa's mean temperature runs from about 23 °C in January to 30 °C in May, so open rooms to the breeze on both sides, keep openable windows to at least 16.66% of the floor area, and drain the roof fast.
Earthquake zone
Seismic Zone III. Mapusa is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts all of North Goa district in Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
CGWB's North Goa booklet finds porous laterite as the main soil, saline and poorly drained soil on the river flood plains of Bardez, and wells on the hilly laterite that run low or dry in summer as the rain runs off, so plan rainwater storage.
Where people build
Cunchelim, Khorlim, Karaswada, Alto Duler.
Good to know
In March 2024 NGPDA set up a task force for the Downtown Mapusa town planning scheme on nearly 12 lakh sq m earmarked in the Mapusa ODP 2021, with a market, parking, Ravindra Bhavan, interstate bus stand, community hall and joggers' park, so check whether a plot falls inside the scheme before you buy.

Building in Mapusa: FAQ

What is the house construction cost per sq ft in Mapusa?

Indicative rates, as of October 2026: ₹1,799 per sq ft (Build Basic), ₹2,099 per sq ft (Build Standard), ₹2,599 per sq ft (Build Premium), design included. The final price is confirmed after a free site visit.

Who approves house plans in Mapusa?

The Mapusa Municipal Council, which issues the construction licence after the North Goa Planning and Development Authority (NGPDA), whose area includes the council's, grants development permission. The planning and development authority checks the plans against its Outline Development Plan and the Goa Land Development and Building Construction Regulations 2010 and grants development permission; the council then issues the construction licence, and a Conversion Sanad under the Goa Land Revenue Code is needed before work starts. We prepare the drawings it asks for and guide you through the approval.

Which plot sizes are common in Mapusa?

Goa's planning rules and land records work in square metres, and house plots are listed in sq m (1 sq m is about 10.76 sq ft). Listings seen in October 2026 ran from 320–870 sq m at Cunchelim and 432–520 sq m at Khorlim to 320 sq m at Karaswada, 360 sq m at Alto Duler and 375–559 sq m in Mapusa. We draw plans for any plot size, including odd shapes.

Which earthquake zone is Mapusa in, and does it change the design?

Seismic Zone III. Mapusa is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts all of North Goa district in Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply. We design the structure to IS 1893 for this zone: column sizes, steel and foundations are calculated, not guessed.

What should I know about the ground before building in Mapusa?

CGWB's North Goa booklet finds porous laterite as the main soil, saline and poorly drained soil on the river flood plains of Bardez, and wells on the hilly laterite that run low or dry in summer as the rain runs off, so plan rainwater storage. We size the foundation after a soil check.

Do you make "ghar ka naksha" (house plans) for Mapusa?

Yes. "ghar ka naksha" is how many people in Mapusa write "house plan" in Hindi. We draw the complete set: floor plans, 3D elevation, and structural, electrical and plumbing drawings.

Can you make a vastu ghar ka naksha for my plot in Mapusa?

Yes. We place the kitchen, master bedroom, puja room, toilets and entrance as vastu suggests wherever your Mapusa plot allows, and tell you plainly where it cannot. It is all done online, so you can share the plot details on WhatsApp.
