Building a house in Mangaluru: what to know

Map approval
The Commissioner of Mangaluru City Corporation (MCC), for plots inside the city. Under the Mangaluru City Corporation Building Bye-laws 2025, the owner applies in Form-I with drawings prepared by a licensed professional. The corporation's Town Planning Officer checks them against the master plan and zoning rules, a licensed professional chosen by the Commissioner inspects the site, and the Commissioner then sanctions the building licence; a plinth certificate follows once the foundation is inspected.
Plot sizes
Plots are sold in cents and sq ft: 1 cent = 435.6 sq ft, so an 8-cent plot is about 3,484 sq ft. Plot listings in Mangaluru seen in October 2026 included 2.5 cents (about 1,088 sq ft) at Mary Hill, 1,200 sq ft at Bejai, 1,707 sq ft at Alake, 8 cents (about 3,484 sq ft) at Kulshekar and 4,350–4,800 sq ft at Bejai.
Climate
Warm-humid. Humid heat and a very wet monsoon: rooms open on both the windward and leeward sides, openable windows make up at least 16.66% of the floor area (BEE's figure for this zone), and wide eaves shelter roofs that drain fast.
Earthquake zone
Seismic Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Dakshina Kannada gets about 3,790 mm of rain a year, 85% of it from June to September, and its soil is mostly laterite. CGWB notes flooding and coastal erosion along the coast and the Netravati and Gurupur rivers, and in Mangalore taluk's coastal plains groundwater sits only 2–5 m down before the monsoon, so low plots there need a raised plinth and good drainage.
Where people build
Bejai, Kulshekar, Kavoor, Alake, Mary Hill.
Good to know
As of April 2026, plots near Mangaluru's coast fall under Karnataka's Coastal Zone Management Plan and the CRZ Notification 2019, and clearance for them comes from the Karnataka State Coastal Zone Management Authority.
