The Mandi Municipal Corporation, under the Development Plan for the Mandi Planning Area. Since June 2025 Himachal's municipal corporations approve buildings of up to 600 sq m floor area in a TCP planning area themselves; larger buildings go to the Director of Town and Country Planning, and those above 10,000 sq m to the state cabinet.

Plots are listed in biswa and bigha, some in sq ft, and listings convert them inconsistently, so we work from the area on the land record. Listings seen in October 2026 included 8 biswa in Palace Colony and land at Nela offered by the biswa, with 3,200 sq ft and 10 biswa at Nerchowk.
Climate
Composite. Mandi, at under 900 m on the Beas, falls in the Composite zone of BEE's climate map; CGWB records 3–35 °C across the district with snow often down to 1,300 m, and BEE lists nearby Sundernagar as Cold, so insulate and shade the roof for summer while letting the winter sun into living rooms.

Seismic Zone V. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Mandi is built where the Suketi khad meets the Beas. On 26 August 2025 the Beas ran above the danger mark, inundating riverside houses in Saulikhad and parts of the town and partly submerging the Panchvaktra temple at the confluence, so check a plot's flood level and keep well back from the riverbank.

In October 2026 the Mandi MC Commissioner ordered unauthorised additions to the 1918 Emerson building, on the town's heritage list, removed and its façade restored within 30 days under the TCP Act and Article 10.2(ii) of the Mandi Planning Area development plan, so check whether a plot or building is listed before you alter it.
