Building a house in Kollam: what to know

Map approval
The Secretary of Kollam Corporation, under the Kerala Municipality Building Rules 2019 (KMBR) — K-SMART, the state's online portal for corporations and municipalities since 1 January 2024. A licensed engineer or architect files the drawings, site plan and title deed online; when these are verified electronically there is no site visit before the permit, and the work is checked at plinth level. A house under 300 sq m built-up and up to two storeys (basement not counted) can take a self-certified permit once the owner declares that the plot meets the coastal (CRZ) rules and Kerala's 2008 paddy-land and wetland law.
Plot sizes
Plots are measured in cents: 1 cent = 435.6 sq ft, so a 5-cent plot is about 2,178 sq ft. Houses listed inside Kollam city in October 2026 stood on plots of 4.5 cents at Mundakkal, 5.5 cents at Sakthikulangara and 8.5 cents at Madannada.
Climate
Warm-humid. Kollam falls in the warm-humid zone of BEE's climate map and gets rain from both monsoons, about 55% from June to September and 24% from October to December: face rooms to the sea breeze with openings on both sides, keep openable windows to at least 16.66% of the floor area, and shade every window.
Earthquake zone
Seismic Zone III. Kollam is not in IS 1893's table of towns; BMTPC's Vulnerability Atlas of India (2019) puts all of Kollam district in Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Kollam district has a normal 2,428 mm of rain over about 119 rainy days a year. Its coastal plain lies only 0–6 m above sea level, with laterite hillocks inland; land along the backwater lagoons waterlogs in the rains (CGWB names Munroe Thuruthu), and in the west salt water creeps into shallow wells linked to the backwaters. BMTPC marks 28.7% of the district as flood-prone, so low plots need a raised plinth and good drainage.
Where people build
Sakthikulangara, Vadakkevila, Kilikollur, Eravipuram, Thrikkadavoor, Mundakkal.

Who approves house plans in Kollam?

The Secretary of Kollam Corporation, under the Kerala Municipality Building Rules 2019 (KMBR), through K-SMART, the state's online portal for corporations and municipalities since 1 January 2024. We prepare the drawings it asks for and guide you through the approval.

Which plot sizes are common in Kollam?

Plots are measured in cents: 1 cent = 435.6 sq ft, so a 5-cent plot is about 2,178 sq ft. Houses listed inside Kollam city in October 2026 stood on plots of 4.5 cents at Mundakkal, 5.5 cents at Sakthikulangara and 8.5 cents at Madannada. We draw plans for any plot size, including odd shapes.

Which earthquake zone is Kollam in, and does it change the design?

Seismic Zone III. Kollam is not in IS 1893's table of towns; BMTPC's Vulnerability Atlas of India (2019) puts all of Kollam district in Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply. We design the structure to IS 1893 for this zone: column sizes, steel and foundations are calculated, not guessed.

What should I know about the ground before building in Kollam?

Kollam district has a normal 2,428 mm of rain over about 119 rainy days a year. Its coastal plain lies only 0–6 m above sea level, with laterite hillocks inland; land along the backwater lagoons waterlogs in the rains (CGWB names Munroe Thuruthu), and in the west salt water creeps into shallow wells linked to the backwaters. BMTPC marks 28.7% of the district as flood-prone, so low plots need a raised plinth and good drainage. We size the foundation after a soil check.
