Building a house in Dibrugarh: what to know

Map approval
The Dibrugarh Municipal Corporation (DMC) inside city limits, and outside them the Dibrugarh Development Authority, formed in 1986, which enforces the master plan — DMC's online municipal e-governance portal. DMC's engineers check the architectural and structural drawings against the Assam Building Rules and the National Building Code, inspect the site and issue the building permit, and later the occupancy certificate.
Plot sizes
Plots are measured in bigha and katha as well as sq ft: in Assam 1 bigha is about 14,400 sq ft and 1 katha about 2,880 sq ft (a fifth of a bigha), though the exact figure can vary by district. Listings seen in October 2026 included 1 katha in Chowkidingee, 3,600 sq ft in Chiring Chapori, 4,300 sq ft in Khaliamari, 4,320 sq ft in West Milan Nagar and 5 katha in Amolapatty.
Climate
Warm-humid. BEE's Eco-Niwas Samhita places Dibrugarh in the Warm-humid zone: about 2,800 mm of rain a year, two-thirds of it from June to September, highs near 35 °C in July and August and lows of 7–8 °C in winter, so cross-ventilate, keep overhangs deep and raise the plinth above flood level.
Earthquake zone
Seismic Zone V. Dibrugarh is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts all of Dibrugarh district in Zone V, the highest zone. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Most of the district is the Brahmaputra's flood plain, and BMTPC's atlas marks 17.1% of its area as flood-prone; CGWB records sandy to clayey loam, a water table 0.2–4.2 m below ground before the monsoon and high iron in hand pumps.
Where people build
Amolapatty, Lachit Nagar, West Milan Nagar, Chowkidingee, Khaliamari, Chiring Chapori.
Good to know
On 7 March 2024 the Dibrugarh Municipal Board, set up in 1873 and one of the oldest in the Northeast, was upgraded to a municipal corporation.
