Building a house in Cuttack: what to know

Map approval
The Cuttack Municipal Corporation (CMC), which has handled building plan approvals inside the city since 1 September 2019, when the Cuttack Development Authority (CDA) delegated them — Odisha's SUJOG Online Building Permission Approval System (OBPAS). An architect or technical person files the plan online, where the fees are worked out and paid. The owner adds the sale or gift deed, the ROR (record of rights), a revenue site plan with the plot marked and authenticated by the Tehsildar or Sub-Registrar, and an affidavit of peaceful possession. The state's rule is a decision within 45 days.
Plot sizes
Plots are measured in decimal: 1 decimal = 435.6 sq ft, and 100 decimal = 1 acre. Cuttack listings seen in October 2026 include plots of 1,000–2,200 sq ft at Trisulia, 1,200 sq ft in CDA Sector 11 and 5,000 sq ft at Badambadi.
Climate
Warm-humid. Cuttack falls in the Warm-humid zone of BEE's climate map. CGWB records extremes of 7.5 °C and 42 °C, humidity of 41–84% and cyclonic winds of 70–100 km/h or more: cross-ventilate, shade and reflect the roof, and tie it firmly to the frame.
Earthquake zone
Seismic Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Cuttack stands on the Mahanadi delta, ringed by the river's distributaries, with deltaic alluvium in the east of the district and laterite uplands to the west. Before the 2011 monsoon water lay 1.6–8.2 m below ground, every block was safe for groundwater, and only isolated south-eastern pockets have saline deep water (CGWB, 2013).
Where people build
CDA Sector 11, Badambadi, Jagatpur, Pratap Nagari.
Good to know
In a September 2025 affidavit to the National Green Tribunal, CMC said concrete houses had been built on the Mahanadi bed between the embankment road and the river, in villages such as Sikharpur and Kanheipur, where some land has already been lost to erosion; under Cuttack's Comprehensive Development Plan 2030 most of the strip is an environmentally sensitive zone, where building needs a plot of at least 4,000 sq m.
