Building a house in Mathura: what to know

Map approval
the Mathura-Vrindavan Development Authority (MVDA), under the UP Building Bye-laws 2025. Under UP's 2025 building bye-laws, house plots up to 100 sq m need no permission, only online registration with a ₹1 token and a self-certified plan, and plots up to 500 sq m in approved layouts get instant online approval once a licensed professional certifies the plan.
Plot sizes
The authority works in square metres, while plots are bought and sold in sq ft and gaj (square yards). MVDA's Rukmani Vihar scheme in Vrindavan laid out 653 house plots of 50 to about 500 sq m, the most common size being 200–260 sq m. Under the 2025 bye-laws, plots below 300 sq m may build three floors with stilt up to 15 m, and plots of 300 sq m and above four floors with stilt up to 17.5 m.
Climate
Composite. Mathura falls in the Composite zone of BEE's climate map: hot, dry summers and a humid monsoon, so insulate and shade the roof, keep west and south glass small, and still give every room cross-ventilation.
Earthquake zone
Seismic Zone IV. Mathura is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts Mathura district partly in Zone III and partly in Zone IV (53.7% of its area); we design to Zone IV, the stricter of the two. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
BMTPC's Vulnerability Atlas marks 47.8% of Mathura district as flood-prone, and the UP disaster authority's earthquake plan records liquefaction at Mathura in the Garhwal earthquake of 1803, so check the plot's flood level first.
Where people build
Govind Vihar, Hanumat Vihar, Krishna Vihar, Radhapuram, Kadamb Vihar, Rukmani Vihar (Vrindavan).
Good to know
MVDA, formed on 25 March 1977, now covers 3 municipal areas, 6 nagar kshetra and 209 villages, and its website lists approved and unapproved colonies, so check a colony there before you buy.

Which plot sizes are common in Mathura?

We draw plans for any plot size, including odd shapes.

Which earthquake zone is Mathura in, and does it change the design?

Seismic Zone IV. Mathura is not in IS 1893's table of towns. BMTPC's Vulnerability Atlas of India (2019) puts Mathura district partly in Zone III and partly in Zone IV (53.7% of its area); we design to Zone IV, the stricter of the two. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply. We design the structure to IS 1893 for this zone: column sizes, steel and foundations are calculated, not guessed.

What should I know about the ground before building in Mathura?

BMTPC's Vulnerability Atlas marks 47.8% of Mathura district as flood-prone, and the UP disaster authority's earthquake plan records liquefaction at Mathura in the Garhwal earthquake of 1803, so check the plot's flood level first. We size the foundation after a soil check.
