Building a house in Kolkata: what to know

Map approval
the Kolkata Municipal Corporation (KMC), under the KMC Building Rules 2009 — KMC's own online Building Plan Sanction system. A registered architect or licensed building surveyor files the plan online in .dwg, with the title deeds, a soil test report and the NOCs. Since January 2024, plots up to 7 cottah can be sanctioned on a fast track once the fee is paid, with a check after the plinth.
Plot sizes
Plots are measured in katha (cottah): 1 katha = 720 sq ft = 16 chatak, and 1 bigha = 20 katha. KMC's 2025 small-plot rules cover plots of 300–2,100 sq ft (about half a katha to 3 katha) in colonies and thika land.
Climate
Warm-humid. Cross-ventilation comes first, with a reflective roof and walls that shed the day's heat at night.
Earthquake zone
Seismic Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Kolkata stands on soft delta clay and silt that settles over time; in parts such as Rajarhat very soft clay runs 12 m deep or more, and piles are often used. KMC asks for a soil test report, and the foundation is chosen from it.
Where people build
Behala, Garia, Salt Lake, New Town / Rajarhat.
Good to know
In March 2025 KMC relaxed its rules for small plots in colonies and thika land: owners of 300–450 sq ft plots may build three storeys, and plans are meant to be sanctioned within 15 days. Salt Lake and New Town are outside KMC and have their own civic bodies.

Who approves house plans in Kolkata?

the Kolkata Municipal Corporation (KMC), under the KMC Building Rules 2009, through KMC's own online Building Plan Sanction system. A registered architect or licensed building surveyor files the plan online in .dwg, with the title deeds, a soil test report and the NOCs. Since January 2024, plots up to 7 cottah can be sanctioned on a fast track once the fee is paid, with a check after the plinth. We prepare the drawings it asks for and guide you through the approval.

Which plot sizes are common in Kolkata?

Plots are measured in katha (cottah): 1 katha = 720 sq ft = 16 chatak, and 1 bigha = 20 katha. KMC's 2025 small-plot rules cover plots of 300–2,100 sq ft (about half a katha to 3 katha) in colonies and thika land. We draw plans for any plot size, including odd shapes.

Which earthquake zone is Kolkata in, and does it change the design?

Seismic Zone III. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply. We design the structure to IS 1893 for this zone: column sizes, steel and foundations are calculated, not guessed.

What should I know about the ground before building in Kolkata?

Kolkata stands on soft delta clay and silt that settles over time; in parts such as Rajarhat very soft clay runs 12 m deep or more, and piles are often used. KMC asks for a soil test report, and the foundation is chosen from it. We size the foundation after a soil check.

Do you make "barir naksha" (house plans) for Kolkata?

Yes. "barir naksha" is how many people in Kolkata write "house plan" in Bengali. We draw the complete set: floor plans, 3D elevation, and structural, electrical and plumbing drawings.
