The Balaghat Municipal Council (Nagar Palika Parishad Balaghat), for plots within town limits — Madhya Pradesh's online ABPAS 3.0 portal (Automated Building Plan Approval System). Since October 2022, residential plots of up to 105 sq m (about 1,130 sq ft) get a deemed permission online at once: the owner uploads the plan and pays the fee. The portal gives no stamped copy, so if a bank needs one, the owner asks the municipal body.

Plots are bought and sold in sq ft, while the online deemed permission is set in square metres: 105 sq m is about 1,130 sq ft. Few plots in Balaghat town are listed online: in October 2026 we saw a 3,300 sq ft plot in Civil Lines and an 800 sq ft plot in nearby Bharveli.
Climate
Composite. Balaghat falls in the Composite zone of BEE's climate map. CGWB gives a normal May maximum of 43 °C and a December minimum of 8 °C, with humid monsoon months: insulate and shade the roof, keep west windows small and let rooms cross-ventilate.

Seismic Zone II. Per Balaghat's district disaster management plan and BMTPC's Vulnerability Atlas of India (2019), Balaghat district is in Zone II; Balaghat is not in IS 1893's table of towns. BIS withdrew its 2025 seismic map in March 2026, so the IS 1893:2016 zones still apply.
Ground and water
Balaghat district has black cotton, sandy loam and lateritic soils over Archaean rocks, Deccan Trap basalt and alluvium, and all of it is safe for groundwater, with 15% in use (CGWB, 2013). The district plan warns that heavy releases from the Bhimgarh dam on the Wainganga can flood Balaghat and Waraseoni blocks.
